FTP Connections Slow

Ok I am running Cerberus FTP server on my xp machine and my friend is connection via a webbrowser from his machine… we both have the same internet speeds and are from the same provider… our connections are 2.7mb each but transfer speed is maxing at 30kbs… does anyone know the problem?
