FTP external access error

I setup FTP on Windows 2003 server with pulic IP address but whenever i try access it externally it gives below error

Windows cannot access this folder.make sure you typed the file name correctly and that you have permission to access the folder.

Details:
A connection with the server could not be established.

How to resolve this.
