FTP server for Windows XP

I have created ftp server for Win2K, now I have a problem with FTP server for WinXp. I used the same procedure for Win2K but it did not work. When I try to access it from another PC it came with an error ” There server your are trying to access is down or something. Can anyone give me the steps on on how to create one?
