Full permission to OU in win 2k3 DC

I have created two OUs in win2k3 DC. I want one OU should get full permission.I made this OU as member of administrator still i am unable to add/remove windows component in control pannel on client computer. Also how to assign power user permission to OU/Group in win 2k3 DC.
