functional levels

ok hello all
i have a question
i am going to install a server 2008 dc as my first domain controller and i have a question.

If i run the forest functional level at 2003 level do i loose some of the new features like the ability to use the new map drives gpo etc

the server displays the following message when you choose item 2008 fuctional level.

“This forest functional level does not provide and new features over the windows 2003 functional level. however it ensures that any new domains created in this forest will automatically operate at the windows server 2008 fuctional level, which does provide unique features”

????
now this makes no sence as it has two different statments in the same sentence???

Do my questions are if i run the server at 2003 level what will i loose?

Also can member servers be at the 2003 level as they are not DC’s???
