gap analysis of IT training needs for employees to leverage existing tech

I am non-tech consultant working with a Fortune 500 client that needs a firm to define the training needs of their employees, vendors, etc enabling them to fully leverage their technology.

This project will cross the board from use of basic applications like MS word or Outlook to ERPs and other systems. The intent is to fully leverage technology across the enterprise and the Vice President in charge of IT is convinced they are far from fully leveraged at this point. THIS PROJECT IS NOT A TRAINING PROJECT, IT IS A GAP ANALYSIS AND MAPPING OF NEEDS, AS WELL AS GUIDANCE ON HOW TO DELIVER TRAINING, ETC.
