Getting windows 2000 server to add these

How do I add these ip addresses so windows 2000 will recgonize them?

192.168.0.0 – 192.168.255.255
10.0.0.0 – 10.255.255.255
172.16.0.0 – 172.31.255.255

Also, how do I get ssl working in IIS 5.0 I am using Windows 2000 server. I installed a “test cert” one I generated. It looks like everything is working, but when go to https:/pavilion, or even https://localhost, it doesnt show anything. Just a cannot connect to server error.

What Do I do?
