Giving Active Directory rights to a new administrator.

I want to give rights to create and modify user accounts through AD to a new administrator. He is set up as an administrator and a domain admin. When he logs in, his account shows that AD is not set up or installed yet. How do I give his account rights to make changes to active directory? We are running Windows Server 2003. Thank you.
