global address list not updating

I am running sbs 2003 that was just mirgrated onto a new server. I have added two new users thru server managment and the global address list has not added them to the list, also if I access users thru server managment they appear but if I access thru active directory alone they are not there.

I have not been able to resolve this, any ideas
