GPO is configured in Windows Server 2003 but was not working with Client

I am asked to apply screensaver to all clients of Windows Server 2003 and have it lock when idled. I already created OU (IT), add existing user and linked a GPO which is properly configured in the Server side. I already run gpupdate to both Server and Client but the GPO is still not working. How can I troubleshoot it? thanks
