GPS web application

I am looking to build a webbased gps application that will detect the position of a GPS device on earth and place it on a map.
What tools will I need?
Software –I can use GPSDOTNET.com
GPS device–I am looking for the most affordable device.
Satelite service provider–do you provide that service.
I would like your input.
