Group Management In Windows XP Home Edition

What permission setting do I have to set to give Limited Users Wireless LAN control?
Problem: Limited USER account doesn’t have “Enable/Disable” permission for Wireless LAN using the following:
1. OS – Windows XP Home SP2
2. LAN – Belkin Wireless LAN Card Series F5D7000

To date: An article from “dslreports.com – #14192 recommends removing the Belkin utility and installing the driver only. With “Windows managing the connection ALL Users can connect OK”. Didn’t work!
As long as USERs have Admin permission everything works. If Admin logs on, activates LAN and leaves Enabled, a Limited User can ‘go online’ but cannot Disable the connection.
My research indicates that unlike XP Pro, XP Home doesn’t have the ‘plug-in’ required to assign Limited USERs to a Group permission via the Microsoft Management Console. Correct, XP Home doesn’t have the “Group and User” function. Furthermore, it appears the only answer is a third party manager (i.e. Gyrus Solutions – XP Home User Manager 1.1 and XP Home Permission Manager 2.0).
TechRepublic article “Using Group Policy Settings with Windows XP Home Networking Features” has a lot of information about XP Home limitations but has nothing about how to ‘fix’ it.
Can someone point me in the right direction?
