Group Policy

User needs access to configure certain group policies. He was given full control over the policies, but when he opens Group policy snap-in, administrative templates under User conf., and under Computer conf. is empty. Cannot add templates – message is: cannot copy *.adm file – source may be in use or access denied.

Any help will be appreciated.
