group policy

I created an organizational unit, added a group to the OU, then I clicked on the OU to create a group policy, to not show network neighborhood on the users desktop. When the user logs on it is still showing up. I waited for the policy to take hole, and it still did not prevent the Icon from showing up. What am I doing wrong?
