Group Policy for all users – but one

I am running terminal services on a MS Server 2003 system. I have set up the “All users” desktop with all the icons they need. I have 1 user who doesn’t need to see any of those icons. I can set up a new icon for this one user in his desktop folder, but is there a way to get rid of all the other icons for him?
