Group Policy issue in 2k3

I created a Group policy for disabling xp firewall for users. To test I created a testusr. When I drop him into the OU that I applied the GP to it works fine. But when I put myself in there to test on me it doesn’t disable anything. Is it because I am a domain admin? Is there a setting to change this?
