Group Policy not applied

I have a group policy set up for workstations that automatically is supposed to turn off the Windows XP Firewall.
For some reason if I check the status of the firewall after a user signs on the firewall is on.

If i run gpupdate /target:computer then the firewall turns off so I know (I think) that the policies are assigned to the correct OU.

Can anyone tell me what to check?
