Group Policy Not D/L

I have set up group policies on my domain, but when a user logs on from any machine, the policy wont d/l. I’m receiving a strange error from event log/application.
User – NT Authority\system
The group policy client-side extension security was passed flags (17) and returned a failure status code of (1332)
I figure this is the culprit, but can’t find any information regarding this failure.
