Group policy NTServer4 & XP ,W2K clients

Hi,
How do you configure a NT server 4.0 to run Group policy on XP, W2K clients.?
The users are to be completely restricted from the desktop and only have a start menu provided by the administrator.
The units are to be network.How do you do it on the server and workstations?
