Group Policy Override

Where I used to work the Network Admin did something so that when you were troubleshooting a PC running WinXP Pro, you could go into regedit.msc, change the policy, and it would override Group Policy. For example, you could get the run command back if you needed it. I am working for another employer and need to do that here. Please help!
