Group Policy Settings

I am trying to disable dragging and dropping of files as well as deleting of files for certain users on my network. I have looked extensively through the grou policy settings but can find no settings that apply to windows explorer or files in general. This is for a windows 2003 server controlling a windows xp pro network. Any help would be much appreciated.
