Groups in Organizational Unit

Netware 6 question:
Have an organizational unit that has OUs underneath it. For example: Have an OU called Cook County. Have OUs called A, B, and C underneath. Is it best practice to have a group SALES object under Cook county for A, B, and C. Or to have a group SALES for each one?
