Groupwise and international characters

We have big problems with international (read norwegian) characters in Novell Groupwise.
Some of our users use Groupwise Client and others use Outlook with Groupwise Plug-In, and that’s the worst you can do, but the problem is there anyway.
Is there anybody that have found a solution for this?
