Hard Drive

A user’s hard drive making a clicking sound. Is it safe to assume that one of the cylinders warped or arm/needle may be damaged? That aside, the user was running Win2k. I tried to repair, but no OS was found to repair anything. Is there any other recourse for trying to salvage her data? If so, What?
