hard drive problem

Hello!I have a problem with my new hard drive.I placed seagate 120gb hard drive and tried to format it with partition magic and as a reslut it became 111gb drive?Can anyone help me how to format it that it would be 120gb not 111gb.If there any programs that i can use?
