hard drive space

I formatted an 8 gig harddrive, but it only sees it as a 2.something gig drive, I formatted it fat32, and was attempting to load windows 98se. I then formatted it ntfs and it sees the whole drive,(8gig) but when I got windows XP loaded it was usingup over 7 gig of space on the drive>?
