hard drive won’t boot from floppy

A hard drive will not boot even from a floppy. When you turn on the PC Windows95 starts to load and then stops when it gets to “Press F1 to enter setup”. I can’t get to CMOS or use the keyboard or mouse. I suspect this user may have contracted a virus. Any suggestions on how to boot before I scrap the drive?
