Have to reboot twice

I have several Windows 98 machines in my office that requires two reboots before logging onto the network. When the user reboots the system the first time, they do not get an option to logon to the domain. They have to logon to the local computer,then reboot again. After the second reboot, they are then prompted for their domain user id, and password. How can I fix this?
