Help for a non- technical recruiter

A current client has a great opening for a Navision programmer / developer with a working knowledge of SQL 2000, 2005 C/side and C/AL. How can I be sure the candidates I screen are technically competent? Any questions/ answers that I should look for? The position is a great one -as high as 6 figures but in the middle of nowhere.
