Help please, My PC will not start up

Hi,
I have windows XP and im having problems with my computer right now. It will not start up, when you turn it on the monitor comes on briefly then goes back into standby, i dont know whether it is the monitor that has the problem or the computer itself The monitor stays blank basicly and the computer sounds normal when it is first started up. Could anybody help out?
