Help troubleshooting slow video on 2 diff computers

Hello,
I know there are a million posts about slow video out there (I’ve spent months pouring through them).

I’ve got 2 computers:
1) Athlon XP 2100 (thoroughbred), 1 GB DDR (dual mode), nForce2 chipset, Radeon 9600 video AGPx8 (no AVIVO), XP Pro
2) Xeon 2.8 GHz socket 604 in an old IBM server (x235 71x), 2.8 Gb PC2100, Radeon X1550 PCI (has AVIVO). Vista Ultimate

Neither one of these can play anything over 480 lines of resolution without crazy choppiness or out of sync. Internet TV through media center on #2 sucks.

Both OSs are up to date as well as drivers

ATI was telling me it was a PCI bus bandwidth issue on #2, but #1 has the same problem using AGPx8…almost identical.

Both run with 100% CPU when said problem occurs. I’ve played with PCI latencies, codecs, drivers, OS settings, BIOS settings, hardware configurations (i.e. no other cards), DVD software…am I just dealing with hardware limitations in boh? (i.e. should I just live with it?)
