Help with viewing Greek characters on Greek E9 Form

My wife needs to complete a Greek E9 Property Form that I downloaded from TechRepublic (E9AppInternet.exe). Upon executing the exe and unzipping the files, I proceeded with launching the app. The problem is that most of the characters are just a bunch of question marks and jibberish. There are only a few actual Greek words she can make out. I have installed all of the necessary language packs, etc. on the PC which is running WinXP Pro. Can anyone help please? The E9 form has to be completed by March 30th. Thank you!
