Hide Network Neighborhood and Still crea

I have just setup policy editor on an NT Workstation running SP4. I needed to lock down the users access locally. So I selected hide the run, hide the network neighborhood,and changed the access on net1.exe and mprui.dll to domain users no access, this was so they couldn’t map network drives. However, now the user needs to have a shortcut to a network folder and I cannot get this to work because I setup under Policy Editor to hide the network neighborhood. Does anyone no any other way to hidethe network neighborhood and still create a network shortcut?
