Hot Swappable Bay

I have a Fujitsu Life E-5140 which contains a hot swappable bay for the cd-rom and 3.5 floppy, I installed windows 2000 and now I can’t Hot swap between the two. The previous Phoenix swap software no longer works. I consulted the tech support but didn’t get much help. Anyone have any ideas or know of anything that can help would be very appreciated. Also, I’ve seen some laptops that have a cable that can connect the floppy externally, if anyone knows the name of that cable it would also be greatly appreciated.
