How can i know where a webmaster come from ?

I work with internet 7h a day . and i always have to deal with Fake IP .

A lot of web launch every day, I used Domaintools to check and the result is all website have US IP. I know that it have US IP because they host there web with US server. Webmaster always fake IP to register. All the information such as : address, phone …. are not true . All fake

Can i ask you a question ? Is there any way or soft to check where is the real place webmaster come from ?. Where do they upload their site ?
