How can i prevent safe mode?

Hi,
Children in our school have internet access. We have parental controls installed to prevent them viewing objectionable stuff at school.
However some have figured out that if you boot the PC (Windows XP) up in safe mode with networking then the parental controls are shut down when the pc boots up. Is there any way of stopping people boot up in safe mode?
