how can i put restrictions and policy in the users of domain using win2003

Hi im a student and I want to know how to make a user login of domain that having a restrictions or policy.
Example is I want to create a uer login that can’t use the windows media player in any pc in domain..
im using windows2003 server.
can someone help me here step by step…
