How can I restrict folder movement and deletion?

For security purposes, we need to restrict users from moving and/or deleting subfolders, but retain ability to create new files. I keep running into blogs that just say we need a third party vendor, but no further information. If this is not something that can be done in-house, are there any suggestions where to start looking for that vendor? Server 2003, Windows 7.
