How can we apply a poIicy to IT departme

Iam looking for a security solution for IT department.I want to construct a new topology in a Windows 2000 environment,enabling the IT developers to install only their development tools,but also I want to keep them in our standards such as operating system components or additional softwares like Internet Explorer.Also how can we protect resources of the department from other departments?
