How Come It Take 6 Months

I was applying for a help desk in a health care tech support company a few months ago. It was a pretty good company and I went along the interview fine but not perfect. 3 months later I called them and they told me that they are not hiring and will fill the position with internal employees. I called in another month, they told me to send the application materials again, as it would be directed to another department to hire. Is there any folks have similiar waiting time (almost 6 months) and still get hired eventually?
