How do block web surfing?

I have a night watch crew surfing the internet, when they should be monitoring the security cameras on the ethernet.
CAN I BLOCK THEIR ABILITY TO SURF THE WEB, WITHOUT BLOCKING THEIR ABILITY TO SEE SECURITY CAMERAS WITH A STATIC IP ADDRESS?
