How do I activate Bluetooth when the options aren’t showing?

I’ve recently tried connecting a bluetooth headset up with my Windows 10 Desktop computer (this is the computer: https://www.amazon.com/dp/B07F71BL9M/ref=nav_timeline_asin?_encoding=UTF8&psc=1) but there is no option to toggle bluetooth in the notifications bar in the corner, nor is there an option to toggle it in settings > bluetooth and other devices.

I updated Bluetooth to the latest version and it still doesn’t show any options to toggle bluetooth in either areas.

Are there any other methods of toggling bluetooth?
