How do I browse or use computers on a di

I have Win 98 Computers on a NT 4.0 server a few of the PC’s are set up with a static IP address so they can be connected to remotely through the internet they can connect to the server but not any of the other PC’s on the network is there a way to browse that subnet or connect to those PC’s ?
