How do I change password rules?

Solaris 2.6 – Is there a tool or file I can edit that changes the password rules from the default. That is, the parameters for type of characters (alpha, numeric, or mixed), how long the minimum password length is, how many previous passwords are remembered, etc.? Admintool lets me set the aging but I need to “shape” the passwords that users can choose. Currently using /etc/passwd and /etc/shadow files. Thanks!!!
