How do I count every 14 rows and mark and X in a field?

I am looking to automate a manual process. I need to select every 14th row and mark and X as a part of a random selection process. Is there any easy formula or function I can use to do this. Is seems as if it would be something fairly simple to do but I cannot find the right function for this. Thanks!
