How do i create cisco VPN client username and password

I have created a VPN tunnel with two Vlans (1 & 2). VLAN2 access being for the third party to remotely connect and manage their servers. They do not have access to VLAN1 and vice versa. I have also created a logon script using cisco VPN client software. How do I create a username and password for the third party clients to log on to their servers remotely. Do I have to do this in Active Directory?
