How do I get my Task Manger back?

I installed a spyware on my home PC and it would hang up the system everytime I connected to the internet and it also grayed out the Task Manager function on the control alt delete, so how can I get this back when I dont remember how to get into the spyware program. I thought I unistalled it but the task manager is still unavailable.
