How do I grant rights to certain app’s/prg’s to Domain Users?

Good day all. I was “raised” as a Novell administrator/configurator/tech guy. Windows servers, Active Directory, Group Policies, NTFS permissions/file rights throw me for loop. What an abyss Microsoft has created!

To the point, I am migrating slowly from Novell network/Windows Workgroup to Windows 2003 domain. I am running across a situation concerning running executables (any *.exe).

The issue is that all EXE’s seem to require admin rights. I am looking for place where I can give those rights to the Windows-Domain Users w/o giving admin rights. There are certain programs (*.exe) I have that I want the user to be to install on their own and some are, of course, are named “setup.exe” and others like “CanonPrinter.exe”. The list of executables will be dynamic on top of it.

Does anyone know of a good reference book/web site or have a good course suggestion of where in policies, AD, or wherever buried in Windows I can look & learn?

[I have taken Microsoft course Win2K server and others. The Microsoft courses teach nothing in detail and I have found them to be waste of money.]
