How do I measure and report the utilization (Availability) of my staff

I have recently taken over managing a group of BSAs and have to deligate tasks to them. I would like to make tasking decisions based on their utilization (availability) to take on more tasks. Is there a simple model that I can use to track and report this to my manager as well as manage their workload in a realist way?
