How do I move my terminal Server Licensing to a new server ?

I have an old 2000 server which holds our 2000 and 2003 terminal server licences. We are about to purchase a new 2003 server to replace the old one and I need to then transfer our licences to this new server but am unsure how to go about it. MS have many pages and papers regards this, but I think I’ve trawled through too many as I’m now totally confused. Some say contact the licence clearinghouse by phone others say reinstall from new server. If anyone has successfully transferred their TS licenses I would gratefully appreciate any tips/hints/walkthru’s they might supply.
